Texas House Bill 3

House Bill 3 is a historical education reform bill that was signed into law in June of 2019. Outside of sweeping changes to educational funding, it also outlined several initiatives to improve student outcomes, including an increased emphasis on phonics instruction, support for students with dyslexia, and intensive individualized intervention for students with special education needs.
