The Next Generation Science Standards (NGSS) emphasize a three-dimensional approach to science education, integrating disciplinary core ideas, crosscutting concepts, and science and engineering practices. Among the eight outlined practices, "engaging in argument from evidence" is critical for developing students' critical-thinking skills. The Claim, Evidence, and Reasoning (CER) Framework provides a structured method for students to construct scientific arguments, enabling them to answer questions, support claims with evidence, and connect reasoning logically. This framework fosters deeper understanding by integrating practices such as modeling, data analysis, computational thinking, and effective communication

The NGSS aligns with Common Core State Standards in English Language Arts Writing, which require students to write evidence-based arguments. Middle and high school students are expected to progressively refine their skills in constructing claims, supporting them with qualitative or quantitative evidence, and applying reasoning that incorporates scientific principles. Educators are encouraged to model the CER Framework and provide feedback to help students improve their argumentation skills.

The framework is adaptable across grade levels, with middle school students focusing on foundational skills and high school students engaging in more complex tasks, such as designing experiments and applying advanced concepts like collision theory.
