This white paper provides an overview of factors that influence reading growth for students, as well as the skills they need to become proficient readers. Adolescent reading development involves several foundational elements that support students as they work with increasingly complex texts. A key factor is self-efficacy, defined as students’ belief in their ability to reach learning goals. When students set appropriately challenging goals and monitor their progress, engagement with reading tasks and academic performance are higher. Background knowledge also supports comprehension of complex texts, as understanding new concepts often requires prior knowledge of related topics. Four core reading skills contribute to adolescent literacy development:

  1. Word recognition involves connecting letters and sounds with accuracy and automaticity, allowing readers to quickly identify words and access their meanings;
  2. Word knowledge includes understanding the pronunciation and meanings of words, including unfamiliar vocabulary encountered in texts;
  3. Sentence fluency involves understanding grammar and syntax and interpreting complex sentence structures, such as clauses, conjunctions, and ambiguous phrasing; and 
  4. Verbal reasoning includes making inferences, interpreting tone and mood, understanding discourse, and monitoring comprehension while reading or listening. 

Effective literacy instruction addresses reading strength and reading stamina, with strength being supported through guided work with complex texts, teacher modeling of cognitive and metacognitive reading strategies, and structured activities such as close reading that involve repeated analysis of a passage. Stamina involves sustained reading practice with texts that are appropriately challenging but manageable. High-volume reading practice helps students apply reading strategies and engage with texts that gradually increase in complexity. Together, instructional approaches that combine foundational skills, guided strategy instruction, background knowledge development, and sustained reading practice support adolescent literacy growth.
