| No Child Left Behind Act
of 2001 is built on four principles: |
- Increased accountability for States, school districts,
and schools;
- Greater choice for parents and students, particularly
those attending low-performing schools;
- More flexibility for States and local educational
agencies (LEAs) in the use of Federal education
dollars; and
- A stronger emphasis on reading, especially for
our youngest children.

Reading
First Initiative
|
|

| With its focus on research-based
instruction and rigorous professional development for
teachers, Reading First is the centerpiece program of
No Child Left Behind.
The goal of Reading First is to ensure all children
can read at the third-grade level by the end of grade
3. It is designed to do so by creating scientifically-based
reading programs for children in grades K through
3.
